First, open up your image in Photoshop. Duplicate the image and desaturate it.

Set the duplicated layer to Soft Light. Your image will probably now look a bit like this:

Now create a new layer and fill it with the colour #CCCCFF and set that to Soft Light at 60% opacity. And you have your finished image:
