Learn this transition:



First, open up your image in Photoshop. Duplicate the image and set it to gaussian blur at 19.0 radius.

Duplicate the base layer, bring it to the top and set it to Screen. Your image will probably now look a bit like this:

Now create a new layer and fill it with the colour #00FF00 and set that to Soft Light at 12% opacity. And you have your finished image:
